What is Building Control ?

There is a general misunderstanding by the public as to the difference between Planning Control and Building Regulations. In fact in many instances the term "Planning Permission" is thought of as all embracing and the existence of "Building Regulations" is not even known.

Planning Control and the Building Regulations are two entirely separate and legally enforceable pieces of building law. Planning deals with the correct use of the land, the appearance of the proposed building and the effect that the development will have on the general environment and neighbouring properties.

Building Regulations, deal with the way that the building is constructed eg. its structural stability, fire resistance, weather resistance etc.


Certain types of development having received Planning Permission, can be carried out without Building Regulation consent and vice versa. An infringement of either of the two sets of law carries severe penalties. It is important that anyone intending to carry out building work seeks advice from staff in the Development Group of the Council at the earliest possible stage.

Whilst it is understandable that people are cost conscious when considering building an extension to their home, its value can be severely affected by carrying out unauthorised and perhaps illegal and defective alterations or extensions to it.

First establish whether or not you need Planning and/or Building Regulation permission. Next, engage the services of an experienced professional to prepare and submit the necessary applications on your behalf.

Having gained all of the necessary permissions, you are advised to employ an experienced builder to carry out the work, as any work which contravenes regulations will have to be altered or demolished. Whilst the Building Control staff will give you every assistance possible, they cannot act as your professional advisers or teach D.I.Y enthusiasts all the essentials of building construction and the requirements of the Building Regulations in the short space of time available.
