Review of Councillors Allowances

The Council has received recommendations from an independent remuneration panel about its scheme of Councillors� allowances. The main features of the Panel�s recommendations include a basic allowance payable to all Councillor�s of �2,800 per Councillor per annum and Special Responsibility Allowances for those Members with additional responsibilities ranging from �50 per Councillor in a group for group leaders to �4,000 to the Leader of the Council. Click on scheme of Councillors� allowances to view a copy of the scheme adopted by the Council at its meeting on 14 February 2002. The scheme will be effective from 1 May 2001 until 30 April 2003.

Members of the public, particularly those having an interest in matters under discussion, are welcome to attend and, in certain circumstances, speak at meetings of Guildford Borough Council and of the Council's Executive, Policy Panels and other Committees. All meetings commence at 7pm and are held at Millmead House.

The principal function of the Policy Panels is to make recommendations to the Executive on those operational and policy matters which fall within their respective terms of reference.

Policy Panel (Housing and Community)

Housing provision, including management and maintenance, private sector housing, homelessness, day centres and services for the elderly, emergency communications, community services, Shopmobility, grants to voluntary organisations, caravan sites, home safety, Safer Guildford Partnership and other partnerships.

Policy Panel (Environment and Transport)

Environmental issues, planning policies, refuse collection, recycling, street cleansing, car parks, public transport, public conveniences, markets, pest control.

Policy Panel (Leisure)

Guildford Spectrum, Guildford Lido, Guildford Museum, Guildford House Gallery, Guildford Civic, The Electric Theatre, Guildford Philharmonic, Ash Manor, open spaces, parks and playing fields, sports and recreation, entertainments, allotments, community centres, village halls, crematorium and cemeteries.

Executive

Following advice from the Policy Panels where appropriate, the Executive will take final decisions on most of the issues referred to above. With the exception of development control and licensing issues, the Executive will also take decisions on all other relevant subjects. In a small number of cases, where the subject falls outside of the Council's policy framework and/or approved budgets, the matter will be referred to the full Council for approval. Except in cases of urgency, any decision taken by the Executive may be "called-in" for review by Overview and Scrutiny Committee.

Audit Committee

Internal and District Audit Reports, annual report of complaints referred to the Local Government Ombudsman, monitoring the Council's performance.

Overview and Scrutiny Committee

Investigates and reviews services and policies as necessary and reviews "called-in" decisions taken by the Executive.

Standards Committee

Develops, reviews and monitors codes of conduct for Councillors and Officers. Conduct of Parish Councils within the Borough.

Licencing Committee

Taxis and private hire licensing, public entertainment licensing, licensing of street trading, house-to-house and street collections, food and water safety and hygiene, noise and nuisances, health and safety at work, licensing of animal establishments.

Planning Committee

Planning applications, enforcement of planning control, building control, tree preservation orders.
