Introduction to Guildford Borough

Guildhall

Guildford Borough includes the town itself and a number of surrounding villages. It is divided into 22 areas known as wards, and each ward is represented by one, two, or three Councillors.

It is the Councillors who make the decisions about what should be done and how much should be spent on each particular service. The people who put their decisions into effect are the Council staff.

Guildford Borough Council provides a wide and diverse range of services. No one could be expert across the whole of this range, nor would they have time to give them the attention they need. Therefore the Council operates through a number of committees.

Council
Environment and Transport
Environmental issues, planning policy, refuse collection, recycling, street cleansing, markets, public conveniences, pest control, car parks, transport
Executive
Following advice from the Policy Panels, where appropriate, the Executive takes final decisions on most issues. With the exception of development control and licensing issues, the Executive will also take decisions on all other relevant subjects. In a small number of cases, this will involve submitting a recommendation to the full Council meeting for approval.
Licensing
Taxis and hire cars, public entertainment licensing, street trading, house-tohouse and street collections, fodd and water safety and hygiene, noise and nuisances, health and safety at work, animal establishments
Overview and Scrutiny
Investigate and review such services and policies as it shall determine or those referred to it by the Executive. The Committee will also consider matters which have been the subject of the Council's "call-in" procedure.
Planning
Planning applications, enforcement of regulations, building control
Housing and Community
Public and private sector housing, homelessness, day centres and services for the elderly, emergency communication, community services, shopmobility, grants, caravan sites, home safety, Safer Guildford Partnership and othe partnerships.
Leisure
Guildford Spectrum, Guildford Lido, Guildford Museum, Guildford House Gallery, Guildford Civic, The Electric Theatre, open spaces,parks and playing fields, sport and recreation, entertainments, music, allotments, communitycentres, village halls, crematorium and cemetries.
